HJF is seeking an HJF MHRP/EIDB Chief of Operations to support the Military HIV Research Program (MHRP) located in Bethesda, Maryland. HJF provides scientific, technical and programmatic support services to MHRP.
The HJF Cooperative Agreement (CA) with the US Army supports the Walter Reed Army Institute of Research (WRAIR) Military HIV Research Program (MHRP) and Emerging Infectious Disease Branch (EIDB). This support includes a broad array of activities including human clinical trials for prevention and treatment of HIV, the prevention and treatment of emerging infectious diseases, lab focused research and animal model research including non-human primate studies. MHRP also manages a large HIV care and treatment program in Africa under Department of State PEPFAR funding. The leadership of both MHRP and EIDB are US Government (USG) scientists. HJF supports their programs with staff, contracting, sub awards, logistics and information technology capabilities to conduct research and care/treatment activities with a diverse group of collaborators in industry, academia, foreign government entities and non-profit organizations as well as other USG agencies. Through the CA, HJF supports and conducts research at multiple sites in Africa, Asia, Middle East, South America, Europe and the US. Finally, MHRP conducts a comprehensive HIV care and treatment program that is funded by OGAC/DoS. MHRP executes PEPFAR activities in Nigeria, Uganda, Kenya and Tanzania.
The HJF CA Chief of Operations is responsible to the Director CA to assist in oversight and management of the HJF program with a particular emphasis on administrative, US Army reporting and oversight, international site management and MHRP/EIDB support elements. The incumbent will participate in critical interactions with the Army MHRP and EIDB leadership, WRAIR, and other senior management, operational and scientific staff. The incumbent will be required to monitor both laboratory based and clinical domestic and international efforts. They will also be expected to give expertise and guidance on many programs and committees. The incumbent will be the primary lead for human resource, contracting, procurement and other agreements with engagement to appropriate counterparts in HJF headquarters. The incumbent may contribute to the conceptualization of research, development of proposals, manage execution and support reporting of research within their areas of scientific expertise. The position is supported by administrative and operational staff that provides continuous support to foster uninterrupted operations throughout all locations that MHRP and EIDB work.
Required Knowledge, Skills, and Abilities: Strong and proven background in effective research management, 10 years of leadership and research experience, strong knowledge of scientific procedures and the technical and administrative support for large research enterprises. Proven ability to organize, plan, deliver, and execute complicated staffing and infrastructure in austere environments. Familiarity with US Military research enterprises is preferred.
Minimum Education/Training Requirements: A minimum of a college degree with substantial relevant experience, MBA, MD or PhD is preferred.
Minimum Experience: 10 years in research management.
Physical Capabilities: Able to travel domestically and internationally.
Required Licenses, Certification or Registration: None, Project Management Professional or equivalent certification
Supervisory Responsibilities/Controls: Will be supervised by the HJF CA PI and will have direct reports for each administrative cell supporting the combined MHRP and EID program.
Work Environment: Office environment with occasional exposure to medical research laboratories
