The Data Management Specialist III will provide experienced data management (DM) expertise as part of the DCAC team to develop DM processes for department to meet internal and external clients’ needs. This is to include document control and storage, generation and distribution of reports and data forms, reconciliation and data clarification resolution, development and maintenance of data entry manuals and data documentation. Incumbent will rely on extensive experience and judgment to plan and accomplish goals with a wide degree of creativity and latitude. Incumbent is responsible for participating in and/or coordinating all aspects of the data management process in support of research activities including standardization practices and quality assurance. The incumbent will be a member of the Data Coordinating and Analysis Center which is responsible for providing data processing and programming support to the HIV Research Program.


  • Document and direct the flow of research documents through the data management and verification process in a timely and accurate fashion.
  • Interact directly with Principle Investigators, Investigators, Clinical Research Coordinators and other protocol team members to develop and document DCAC requirements for support of data management as required and/or instructed by immediate supervisor.
  • Develop and/or review:
    • Data management plans and data use agreements
    • Data entry instructions
    • Standard operating procedures
    • Case report forms and case report form annotation
    • Other department and protocol related documentation
  • Generate and distribute reports as necessary. This includes batch reports run on daily, weekly, and monthly cycles, status reports as well as any special purpose ad hoc reports.
  • Reconciles data entry discrepancies and creates data queries as needed.
  • Manages query submission, tracking and resolution for single complex studies or group of studies.
  • Plan the integration of databases from multiple studies or sources.
  • Develop, plan, and co-ordinate edit check documentation, as appropriate, for complex studies. Program the edit check programs as requested.
  • Fulfill data management project responsibilities at the level of lead for single complex studies or group of studies.
  • Adhere to department Standard Operating Procedures for all data management responsibilities
  • Mentors junior Data Management Specialists on standards, DM practices and Quality Assurance practices (supervisory responsibilities are to be expected).
  • Able to create adequate solutions for complex requests.
  • Assists in the creation, revision and training of Work Practice documents and Standard Operating Procedures.
  • Keeps the Manager apprised of status, accomplishments and issues.
  • Perform other duties as required.

Required Knowledge, Skills and Abilities: Proficiency in the understanding and execution of data management processes and knowledge of SAS and/or SQL. Knowledge of handling large data sets and programming in a research environment. Extensive experience with personal computers, including word processing, spreadsheet and presentation applications. Ability to learn new systems necessary for job completion. Ability to work independently, as part of a team setting, and meet deadlines. Must have excellent oral and written communication skills, and demonstrated ability to take the lead on projects. Must possess problem-solving skills and the ability to handle multiple tasks. May be asked to obtain one or more DoD security clearances.

Minimum Education/Training Requirements: Bachelor’s degree from a 4 year accredited college, with a concentration in a related research field. Experience may be substituted for education.

Minimum Experience: 6-10 years Data Management experience in a research environment. Education may be substituted for experience.

Physical Capabilities: Job performance requires long periods of sitting at a computer. Must possess adequate vision and manual dexterity for computer work. Must have the ability to communicate verbally and move within the Program’s research sites.

Must be able to travel as needed (1-2 trips per year).

Supervisory Responsibilities/Controls: Position may have direct reports.

Work Environment: General office environment.
